Dr. MacNeil is a former professor of adult education at St. Francis Xavier University and is recognized locally and nationally for her expertise in life-long learning and community economic development. In March 2005, Dr. MacNeil was presented with the Order of Canada, the countrys highest honour for lifetime achievement. She has served on the Voluntary Planning Strategic Review Team, the Fiscal Management Task Force, and the Human Resources Sector as well as numerous public and private boards. She is a graduate of St. Francis Xavier University with a bachelor of science degree and the University of Wisconsin with a master's degree and a doctoral degree in educational policy studies. Dr. Mac Neil has received a number of awards for distinctive achievement including a recent induction into the International Adult and Continuing Education Hall of Fame, Kentucky.
